日前，区委副书记、区长方世忠至集团指导工作，区副巡视员、区国资委党委书记、主任冯上达，区府办主任李飞宇，区府办副主任项鼎陪同，集团领导班子成员出席。

区委副书记、区长方世忠表示，2018年国资经营公司与白猫集团平稳有序地完成了合并重组，充分体现出集团领导班子的战斗力。集团成立后，在机构设置、建章立制、招商运营、资产流动平台建设等重点工作方面取得了一些成绩，下一阶段集团应重点做好以下几方面工作：一是要进一步明确国有企业功能定位，发挥国有企业的市场属性和区域属性。围绕集团主业，重点做好招商运营、资产运营、战略投资和金融服务等主营业务，发挥集团资本运营平台的作用，提高资产运营效益；围绕区域产业发展方向，突出集团在区域战略投资、招大引强方面的功能。二是落实“两翼一体”招商体制，推进招商工作。进一步明确招商工作目标，充分发挥街道和集团在招商中的作用；聚焦南徐汇功能区周边，承接周边各产业园区、校区的资源溢出效应，积极寻找招商存量和增量资源，形成集团招商特色。三是要传承和光大民族品牌。改革民族品牌的运作方式，从文化角度挖掘品牌价值，关注品牌资产价值的同时，更应体现品牌的历史价值。四是要关心集团员工。集团组建过程中，要坚持以人为本，给予企业员工人性化的关怀，集团重组中要坚持整体平衡、保持平稳。

区副巡视员、区国资委党委书记、主任冯上达对集团平稳有序完成合并表示了肯定，对集团下一阶段工作提出三点要求：一是要围绕国资“4+N”的功能定位，突出和加强集团的主业定位。二是要加快清理企业历史遗留问题，加强资金回收力度。三是要加快推进集团重点项目，进一步统筹和整合集团各类资产。

集团党委书记、董事长王武文汇报了集团合并重组工作及近期重点工作进展情况。
